eTender Information
Civil Aviation Authority of Nepal (CAAN) has moved a step forward
in process of procurement. This e-Tendering web portal of CAAN is
designed to facilitate the bidder to submit their bids through
e-submission. It is hoped this mechanism of submission of tender documents
and BOQ will increase transparency, non-discrimination, equality of
access, and open competition. This site provides easy to use internet
access for tender information, information on award of contracts and an
alternate facility to submit bids through e-submission to all interested
bidders as specified in the Instructions to Bidders.
Guidelines for bid submission through electronically (e-submission):
1. Interested bidder must, at fist, get registered into the web portal of CAAN. Any contractor willing to bid can register him/her self in the web portal by clicking signup new contractor section. The bidder must give his detail information by filling the form correctly with valid email address. After submission of form for new contractor, an automated generated email will be sent to contractor's email address with a link. The contractor must click the given link to confirm his/her registration. The contractor will not be valid for our system until he/she will confirm his registration by clicking the given link. Thus, email address will be valid and unique i.e.. two contractors with same email address can not register in our web portal. The contractor should choose his/her password for login purpose. This password must be kept secret.
2. Any new tender notice is published on the web portal. Anyone (registered or non registered contractors) can see limited information about the published notice. But, bidder must purchase the tender documents to see detail of the tender.
3. The bidder must come to office of CAAN to purchase the hard copy of tender document with specified fee. When a contractor purchases tender document, his username is enabled by CAAN for the specified tender.
4. The bidder will be able to upload BOQ and other necessary documents after get login into his/her account. To submit bid, the bidder at first has to download and print BOQ form. Then the bidder should fill up his/her BOQ into the form; moreover the bidder has to put his/her office stamp and authorized signatory as well. Now the scanned copy of BOQ should be uploaded into the system. Along with BOQ, bidder has to upload scanned copy of other specified documents. This facility will be available at any time before bid opening day. While sending BOQ, the bidder must generate a password which should be kept secret. on the bid opening day, the bidder must be present with this password or the password should be sent via email to CAAN before bid opening day. This password is needed to see the BOQ sent by the bidder. So, every bidder must keep this password secret. This password is different than the password chosen by the contractor for login purpose. There should be one BOQ password for each tender. An important thing to understand is, one bidder can not submit multiple bids for a particular tender. While sending BOQ form, the bidder should upload canned copy of following documents.
i. Company registrationii. VAT registration
iii. Tax Clearance Certificate
iv. Bank Guarantee
v. Joint venture agreement in case of Joint Venture
vi. Qualification Information
5. The tender bids will be opened in the presence of bidder representatives on the specified day. But absentee of bidder will not affect to the bid opening process. If a contractor does not submit BOQ password till the bid opening day and time, that bid will not be opened. The contract is awarded to the appropriate bidder and the information about awarded contract will be published on the portal
6. In case of e-submission of bid, the bidder shall be required to submit the original documents consisting of Qualification Information, Special Conditions of Contract, Supplementary Information and other clarifications for verification purpose upon notification to do so from the CAAN. CAAN will recommend for black list to the contractor whose original documents will be found different from uploaded documents.
7. The contractor can bid electronically or manually or both in the form of hardcopy to the office. In case of any bidder submits bid in both ways, the bid rate or amount should be same otherwise the bid will be cancelled
8. Once sent,the bidder can not edit his/her bid. But he/she can cancel/withdraw own bid.
9. The e-tender system will accept the e-submission of bid from the date after publishing the notice and will automatically not allow the e-submission of bid after the deadline for submission of bid. The standard time for e-submission is Nepalese standard time as set out in the server of CAAN
